I login in to my Paypal account and still found the service charge not returned. I thought they would return me soon after they found the system error. However, they had yet to do so after a few days. So I called them today
Luckily they said that they are returning me the money by tomorrow. Great News. The service charge was expensive. They charged me USD$0.71 for the USD$12.00 transaction. Which I was not charged previously.
